The problem with abandoned vehicles is not new. It has been around for a long time and I have not quite figured out why this is so hard to deal with. I’m fairly certain these cars didn’t fall out of the sky. They were at one time registered to an owner.
That owner could be located by authorities by running the vin number. The last owner of record should be responsible for the removal costs, even if it required placing a lien on tax returns. The other issue I see as a problem is the placing of the big “AV” on said vehicles.
Once this designation is given, every remotely usable part of the vehicle is removed, prior to it finally being towed away. Once the authorities make the determination the vehicle is abandoned, they should notify the last owner of record. Beyond that, they should document the vehicle information and location for removal, not advertise it!
