WASHINGTON — U.S. Vice President Kamala Harris sharply pressed Israeli Prime Minister Benjamin Netanyahu on Thursday about the humanitarian situation in Gaza in “frank” talks that were watched for signs of how she might shift American policy about Israel if she becomes president.
