No rationale for interisland quarantine

Fourteen-day interisland quarantine rationale? None.

Take New York City for example. It had/has one of the highest rates of COVID-19. And what is the driving time and the distance between Manhattan (New York City) and Lake Placid, New York? Five hours and 12 minutes by car and a distance of 243 miles. No quarantine in the state of New York.

What is the flight time and distance between Hawaii County and Honolulu County? Thirty-six minutes and 200 miles. But there is a quarantine in State of Hawaii .

Why do we have a quarantine between counties in Hawaii and not between counties in New York? So how does Hawaii differ from New York

Answer: We have water/ocean as opposed to land separating our counties.

So what is the rationale of imposing the 14 day Quarantine for interisland travel from Honolulu to all other islands? None.
