Kailua-Kona woman arrested for violating stay-at-home order

A 43-year-old Kailua-Kona woman is in police custody Thursday after violating a protective order and Gov. David Ige’s emergency proclamation requiring residents to stay at home.

Carissa Glende was arrested at 6:10 a.m. after she allegedly went to an Anoi Place residence in Captain Cook, threw a rock at a window and started an argument with the home’s occupants, according to the Hawaii Police Department.

The incident was a violation of a court order, police said. According to court records, Glende was out on $1,000 bail for a previous violation of the protective order on Feb. 18.

Because Glende was not at her current place of residence during the governor’s stay-at-home order that went into effect Wednesday, she was also arrested for prohibited acts under Section 127A-29 of Hawaii Revised Statutes, according to police.

The offense is a misdemeanor punishable by up to a year in jail and/or a fine up to $5,000, according to the statutes.

Glende was subsequently charged for both offenses and bail was set at $4,000, police said. She remains at the Kona Police Station awaiting a Friday court appearance.

Also Thursday, the Honolulu Star-Advertiser reported Honolulu police issued 21 citations for violating stay-at-home orders, the Honolulu Star-Advertiser reported Thursday. Most of the citations were people in public parks who ignored officers’ instructions to leave, a police spokeswoman told the newspaper.

Honolulu Mayor Kirk Caldwell closed city facilities, including municipal golf courses, fields, parks and pools through April 30.

Meanwhile, the Kauai Police Department announced it will be conducting checkpoints around the island to ensure people are complying with the state and county stay-at-home orders.
