East winds of 20 to 30 mph, with gusts up to 55 mph, are forecast through 6 p.m. that day for the entire island, excluding the Mauna Loa and Mauna Kea summits above 8,000 feet in elevation.

Forecasters advised motorists to drive with “extreme caution,” especially those in high profile vehicles.
