HAGATNA, Guam — A new report gives low marks to the Guam Power Authority, which has been hit by multiple power outages.
Pacific Daily News says the report compiled by Lummus Consultants International was presented last week to the Public Utilities Commission by administrative law judge Fred Horecky.
The report was compiled by data provided by the utility to identify the causes of 914 power outages that occurred between Dec. 3, 2012, and Nov. 29, 2013.
The report says GPA could do more to improve generation consistency, as well as inform the public about outages.
According to the report, equipment failure was the most frequent cause of Guam power outages last year, accounting for 68 percent of outages.
The utility’s legal counsel, Graham Botha, says there are costs with improving reliability.
