Randal Ishii, who has been the lieutenant in charge of the Records and Identification Section since September 2006, will be captain of Kona Patrol, according to the Hawaii Police Department.
Since joining the department in February 1990, Ishii’s career has included patrol duties in the Puna and South Hilo districts and detective work in the Criminal Investigations and Juvenile Aid Sections in East Hawaii, according to the department. He was lieutenant in charge of the Juvenile Aid Section in West Hawaii before he moved to Records and Identification in East Hawaii.
Kenneth Bugado, who is now the lieutenant in charge of the department’s Accreditation Section, is being promoted to captain of the Criminal Intelligence Unit and the Office of Professional Standards, according to the department.
Bugado, who joined the department in February 1989, served as a police officer in the Kona and Hamakua districts, a sergeant in Kaʻu, and a detective in the Internal Affairs/Criminal Intelligence Unit before he headed the Accreditation Section, which earned the Hawaii Police Department accreditation from the Commission on Accreditation for Law Enforcement Agencies Inc. in November, according to the department.
Burt Shimabukuro, currently the Vice Section lieutenant in East Hawaii, will be captain of the Kaʻu District, according to the department.
He joined the department in June 1987, first working as a patrol officer in the Kona and Puna districts and later as a Vice Section detective in East Hawaii. After being promoted to lieutenant in 2008, he was assigned first to South Hilo Patrol, then to the Special Response Team and, most recently, to the Vice Section, according to the department.
The promotions, made by Police Chief Harry Kubojiri, take effect on Sunday.
