Hawaii County awarded the Laaloa extension project to Isemoto Contracting Co. for $7.8 million, Public Works Director Warren Lee said.

Isemoto was the second-lowest bidder. Nan Inc. had the lowest bid at $7.6 million, Lee said. When two credits — one to give preference for using Hawaii products and one for having an apprenticeship program — Isemoto came out lower, Lee said. Isemoto provided documentation for both credits, while Nan only documented the Hawaii products preference, he said.

Nan is appealing the bid award, Lee said. That appeal should take at least a few weeks, he said.

The project will extend Laaloa Avenue up to Kuakini Highway. A second project, not yet out for bid, will reconfigure the Laaloa intersection with Alii Drive.
