Duplicate entries in county CIP budget

Hawaii County officials are aware of apparent duplications and a discrepancy contained in Bill 40, which includes the county’s proposed capital budget and six-year capital improvement program.

West Hawaii Today this week found 17 items included in the bill for general obligation bonds had been duplicated. Further, the duplication resulted in a discrepancy of $40,000 when tallied against the county’s subtotals and totals for general obligation bond-funded projects.

Hawaii County Planning Department Long-range Planning Manager April Surprenant said the duplication apparently occurred when staff pulled data from a Microsoft Excel file into a Word document for the bill. The discrepancy of $40,000 resulted when the amount requested for a Honokaa Skate Park was changed from $100,000 to $60,000, she said.

A memo has been sent to the Hawaii County Council, as well as to all county departments regarding the issues, she said. Surprenant also said the bill was the first draft and will be corrected in subsequent drafts.
